The North Texas Safe Room Rebate, Explained
North Texas homeowners can get 50 percent of a storm shelter’s cost back, up to $3,000, through the Metro Safe Room Rebate Program. It is a real program with real rules, and the rules are where people lose the money. This page explains how it works in plain English.

Who runs it
The program is run by the North Central Texas Council of Governments (NCTCOG) and funded through FEMA’s Hazard Mitigation Assistance program. It covers participating North Texas counties, including Tarrant, Dallas, Collin and Denton. Because it depends on grant funding, the program opens in rounds: applications open, a waitlist forms, and the round closes when the money is committed. NCTCOG publishes the program’s current status (open round, waitlist or closed) on its safe room rebate pages at nctcog.org, and the program office can be reached at (817) 608-2311. It is worth checking the same week you plan to act, because status changes with funding.
The rules that matter
- 50 percent back, capped at $3,000. The rebate covers construction and installation cost.
- Your home cannot be in a 100-year floodplain. This is checked against FEMA flood maps.
- The shelter must meet FEMA P-320 / P-361 and ICC 500 standards. Keep the unit’s test documentation.
- The installer must be a member of the NSSA or ATSA (the National Storm Shelter Association or American Tornado Shelter Association).
- Approval comes before installation. The rebate is not retroactive. If you install first and apply second, you get nothing.
How the process works
- Confirm your home is outside the 100-year floodplain.
- Choose a shelter and installer that meet the program’s standards and membership rules.
- Apply during an open round and wait for approval before any work starts.
- Install, keep every invoice and document, and submit for reimbursement.
Where we come in
We walk you through this checklist as part of your quote: whether your address clears the floodplain rule, whether the unit you are considering carries the right certifications, and whether a round is currently open. If a round is closed, we will tell you that plainly and you can decide whether to wait for the next one or proceed without it. Nobody can promise you a rebate, and you should walk away from anyone who does.
